UT designates local Deputy Clerks as Certified Public Administrator (CPA) and Certified County Finance Officers (CCFO)

The University of Tennessee (UT) County Technical Assistance Service (CTAS) honored Kasey Stone, Chief Deputy, as a Certified Public Administrator at a Capstone event in June 2025. In December 2023, Stacey Olfe, Director of Finance, and Bryce Blanchard, Assistant Director of Finance, received their Certified County Finance Officer designation.

A participant must complete 115 credit hours and attend a three-day Capstone event in the County Officials Certificate Training Program (COCTP) to achieve the Certified Public Administrator designation. Participants must complete 88 credit hours to achieve the CCFO designation. These programs are administered by UT County Technical Assistance Service (CTAS) and are available to all county officials and county employees in the state.
